A firm with an office has a verifiable street address tied to that firm specifically, findable on Google Maps or in a directory listing with a suite number. A firm that "serves" a city on Clutch or GoodFirms is telling you it will take work from clients there, not that it has staff there: the two are frequently conflated in marketing copy and rarely distinguished in directory search results.
No. A $25–49/hr rate from a firm with a disclosed offshore or distributed delivery model, like several firms in the third category above, can be an entirely reasonable choice if your project doesn't require in-person collaboration. The problem isn't the rate; it's a $25–49/hr firm marketing itself as Silicon Valley–based without disclosing where the work actually happens.
You should, and the contract should say so explicitly rather than implying it. Confirm IP assignment covers source code, designs, and documentation, and that it transfers on payment rather than only on final acceptance - a detail that matters equally whether the firm you choose is two blocks from Union Square or two continents away.
